I know that Izanami is the most powerful Jutsu, but at the same time Byakugan has the (most)strongest vision in Naruto.

Well, back in the Moon, Kaguya wasn't trying to reconsider there, she just waited for Black Zetsu to break her free and resurrect her, she didn't know it would take centuries, although her patience eventually wasn't in vain.
^and than she went back after ten or so minutes of freedom XD
but even if she didnt plan to reconsider things, she had at least hundreds of years only for herself... at some point she must have thought about why that stuff happened... either way, she is a flat char with no real personality imo, but her "previous self" and "current self" could be the reason why izanami works :/

Doubtful. Her Rinne Sharingan would likely break the technique pretty fast.
Would you say a god complex would be considered as not being true to oneself?

I guess your right, since Izanami is still a genjutsu. But how about if she is caught in it without her Rinne-Sharingan?
Still, Izanami isn't a regular genjutsu. We should remember the fact that it affects all the 5 senses, not just your vision, as in case of the ordinary Sharingan genjutsu.

That doesn't really matter. The Sharingan branch gives insight, the Rinne Sharingan's insight would work on Izanami.
I'm not sure whether Izanami would work on a god complex.
We don't actually know how superior the Rinne Sharingan's insight is to the one of regular Sharingan, but since it was said that Rinne Sharingan possesses all the abilities of the Sharingan, we can assume that their insight ability is pretty the same. At the same time, Izanami was designed specifically against Sharingan users, hence it affects not only the vision (something Sharingan users can easily counter), but the remaining human senses as well.
However, I also have some doubts regarding Izanami success on a person with god complex, although I have another thoughts on that matter: Kaguya was once said to be truly kind and caring person, which should be identified as her "true self", and Izanami is actually all about "accepting" it. Since her godlike personality came later as the result of her getting too much power only for herself, it can't be called her "true self", so Izanami could probably work on her.
I'm pretty sure Izanami is not exclusively useful towards those with an identity crisis. It was made to counter the Uchiha who overused Izanagi, so that they'd accept the consequences of their actions.
Although I'm not sure how any Uchiha would overuse Izanagi considering they only had two uses of it lol

A long time ago, I had a though that the Uchiha could have an eye-stealing practice to use Izanagi over and over again via new eyes.

Presumably they would just harvest the Sharingan from their dead. They do not necessarily have to steal them.
Besides, izanagi is great to survive otherwise lethal encounters, so obviously it wouldn't be truly spammed. But imagine how different the world would've been if throughout the various battles, someone plucked out an eye and survived a lethal blow.
