Heller and welcome ^_^ Though I'm not entirely sure where you can get an official hard-copy of the databook but you could check bookstores and so on. However Narutopedia has a resident translator Shounensuki that does the translations for us. You can see them here.

Though I'm not entirely sure what you mean by "inconsistent" if you see the need/ where they need to be fixed then go right ahead. You'll only know if what you're doing is right once the rest of the community sees it.
