yes, normally, I also upload .png images rather than .jpg, but since I reuploaded the old one, I had to use .jpg because the first version of the image was uploaded with that type. I haven't checked every single one, but comparing their description to ours, it's very clear that we didn't take anything from those articles, at least in the articles' current revision. A need for it, first of all. More importantly, a person needs to know when it is appropriate to use the rollback feature. If it inarguably vandalism then it's okay to rollback. If there is some question about whether or not the edit was made in good faith, then the usual process of undo/revert with edit summary explaining why needs to be used.
It's my understanding that anyone with rollback powers can give it to anyone else that they think has a need for it, but only a sysop can take rollback away. (This may no longer hold true.)
