Yes, well it seems like determining the relevance of characters is very subjective. For example, Jiraiya played a major part in the story early on and at his death. But he hasn't been mentioned in over 100 chapters. Shikamaru was very relevant in about 4 or 5 arcs, but he hasn't done anything important in almost 100 chapters either.
