In short jutsu articles, it is unnecessary to add links to its users in the article's text, as all users are already linked to in the infobox. You're essentially creating unnecessary duplicate links. - Good old common sense. For example, if you don't need to scroll down to see all of the content of the article, it's definitely not a long article. Basically, you should aim for not finding two links to the same article without having to scroll up or down a bit. If you read the tag properly, then it quite clearly states this:
