Because it's not. "Gaara of the Desert", while used in English translations, isn't the actual term used for Gaara's epithet. The literal translation of his epithet is "Gaara of the Sand Waterfall", the Japanese word for "desert" in this case being a homophone for the word for "sand waterfall". This is a recurring pun which happens not only in his name, but also for some of his techniques, with a few other variations. Viz simply didn't care about it because the pun can't be translated to English. Gara and Gāra are also pointless redirects, since almost everyone knows that Gaara's name has two "a"s in the middle.
