24.161.123.15 isn't a user id for you, it's an IP address. IP address is completely dependent on your internet connection. If someone visits the wiki using the same Internet connection as you they get the same IP address; If you have a router in your house that also means that every computer in your house has the same IP. Also if you visit the wiki from a different internet connection that IP address will be different, and some ISPs (the company that provides your internet connection) use dynamic IPs, so your IP could change at random leading to your edits being made under multiple IPs and you getting multiple welcome notices from those different IPs. IPs also get reused by ISPs sometime. I don't control User:Wikia, welcome notices are a Wikia extension to MediaWiki, and I'm not a Wikia employee (I'm just a technically savy, former MediaWiki developer). So "24.161.123.15" isn't actually you, it's your current internet connection. If you want an identity that identifies "you", won't be shared with other people, and won't get you multiple welcomes because your identity keeps changing then you'll need to setup a quick account and come up with a username.
