I don't know the exact technical details, but an angry autoblock is, as I understand it, an automatic blocking of an IP when it meets a certain criteria. That usually happens when there is a significant amount of vandalism and otherwise disruptive editing coming from a certain IP range, so filters are set up to prevent such edits.
