No. The Rasengan was invented by Minato after he witnessed a Tailed Beast ball in action. Amenomihashira was a low-effort filler jutsu that SP introduced because they had a prior model of a Rasengan and couldn't be arsed to make up a new jutsu. They even gave Indra's eyes an MS pattern that's just like Sasuke's even though we know MS' each have unique patterns.
They did all of this to make Asura and Indra resemble their reincarnations as much as possible. They gave Asura the rasengan orbit and WR, they gave Indra Sasuke's MS, amaterasu, that variation of chidori, and his older self looked identical to Madara.
While it is true that everything is copied from the actual characters, it is impossible to say that there wasn't somebody else, 1000 years prior to Minato who could also use some variation of a spherical attack.

The Rasengan is a pretty specific spherical attack though, with a pretty specific visual. The similarities with Ashura and Indra are just Pierrot f'ing up

I'm thinking it's less of an effort to make Indra and Asura look similar to Naruto and Sasuke and more like "okay, the manga's ahead enough - let's wrap this shit up quickly and get on with the canon". There was even a shot of Full Body Susanoo and Asura's Wood Golem approaching one another that looked a helluva lot like the one we saw in Hashirama vs. Madara fight.

The life of a mangaka is a pretty harsh one. They get to sleep like 3-5 hours per day on average, their pitches might be outright rejected by the editors and they even get outside intrusions from the higher-ups telling them not to do this but that. It's common for them to get health problems and, in the case of Kishimoto, have to postpone their honeymoon for a 12 year period.
I know Kishimoto's writing has not always been top notch. Sometimes, it has been quite bad, actually, but knowing how the manga industry works I don't think it's fair to consider any of his work low-effort. He probably would have expanded the story and done things differently if he could, but he couldn't mainly due to Shonen Jump's intrusions but also in large part due to his declining health.

Plus, considering the Naruto series was pretty much printing money, Kishimoto also knew that once he put his foot down about ending the series, there would be no backing off.
