It depends. I think the potential of the 7 swordsmen is higher, but indeed they seem mostly like a loosely affiliated group that has basically no teamwork.
So yes i think Jiraiya will win in this case. He can summon giant toads to reduce the numbers advantage and almost certainly will need Sage Mode to finish this.
Jiraiya takes this without breaking a sweat, no sage mode. Summonings, he summons his toads and they help him maneuver the battlefield to bring them down, they are swordsman and inherently best at close combat, Jiraiya had plenty of useful ninjustu to use against them while maneuvering on top of toads and using his hair to block and avoid attacks. He summons up the toads like Naruto had during the pain fight and they have no chance.
