last I checked the prerequisite to enter SM was to remain still....
&if you remember the pros of SM (abt which fukasaku talked about) it increases rate of healing rapidly.
Sage mode requires there to be spiritual and physical energy to counterbalance. If you're dead tired, then that means none of that is present. Naruto couldn't enter sage mode.
Naruto and Sasuke have always been closely matched. Not minute-to-minute, but over the course of the series they were close. The final battle was a tie, it was intended to be a tie.
Sharingan and Rinnegan have powers that make them excellently suited to using others, like how Madara used Kurama. It's a strength in itself, not a weakness. Sasuke's raw power may not match Naruto's, but ultimately their total strength is the same.

Rinnengan has also a jutsu to release other jutsu, but for activing it he need to waste an other quantity of chackra than the normal. Rinnegan is more powerful than all the bijuu chackra.
^plus, sasuke wasnt even close to have mastered his rinnegan, otherwise not a single of narutos only-chakra-based attacks would have a effect since preta path would absorb them :)

I'd say they were equal. Naruto's ideals, aka the Will of Fire, beat Sasuke's, aka the Curse of Hatred, but the actual fight was a draw. Neither could move and they both were bleeding out until Sakura came. Can someone honestly say either would have been able to get up? No hence Naruto saying if we move too much we'll die (Chapter 698 Page 8). The point of them being the reincarnations is that whilst they're polar opposites, they're equal. Sasuke is spiritual energy and chakra prowess whilst Naruto is physical energy and life force, well that's the essence of it anyway. By time they reach adulthood they are most definitely equal also.

Naruto isn't rusty, not at all. That was just Kurama being Kurama. He made a minor mistake during a battle and Kurama ridiculed him -mostly for overreacting to the mistake.
They're still equally matched. Sasuke has always had greater skill and Naruto greater raw power.

Sasuke lost the fight since he was weaker, plain and simple. Sasuke powered up mid-battle showing that he didn't have the power needed to kill a weakened, exhausted, holding back Naruto. The Rinnegan, unless it has Six Paths Chakra, isn't more powerful than all the Biju Chakra.
You kind of are overestimating Sasuke a hell of a lot .Even into adulthood, Sasuke considered Naruto his superior in power.
And @Killman and @Shinden, Naruto and Sasuke's final battle wasn't a tie. Sasuke couldn't beat a holding back, exhausted, weakened Naruto and even need to power up mid-battle to fight Naruto's tired level. If they were equals, and if it was a tie, Sasuke would be matching Naruto when he was fresh and also bloodlusted. But that's not what we got.
