While Tobirama and the other Senju present start protesting Madara's ludicrous proposal, Hashirama — having come to a decision — thanks Madara for being so sympathetic as to have given him two choices so that he did not have to kill his brother. Removing his armour, Hashirama imparts his final words to his kinsmen, telling them to swear that Uchiha and Senju would not fight again. However, before Hashirama stabbed himself with the kunai, Madara grabs his hand , noting that seeing his resolve to go through with his request was enough. After this, Madara agreed to the treaty, and in the time to follow that the village was established. Meeting atop the same mountain they had met as children and seeing their dreams realised before them, Hashirama and Madara discussed the future, with Hashirama noting that he wanted to make Madara the Hokage so he could watch over the entire village and etch his face into the very rock they stood on. Madara would later coin the name of the village: Konohagakure — which Hashirama noted lacked imagination. They were later joined by Tobirama who called away his brother for the meeting with the daimyō of the the Land of Fire, exchanging not a single word with Madara. Back in the village, Tobirama noted that they were no longer in the same time as their father and that decisions such as who should be the head of the village were not to be done without democratic involvement. Tobirama also noted that Hashirama was more likely to become the village's leader, and as he broached the subject of the possible Uchiha threat, Hashirama cut across him telling him to stop thinking in that manner. Their conversation is cut short when Hashirama believes that they were being eavesdropped on. Not seeing anyone outside the window, and Tobirama not able to confirm nor deny it, Hashirama finds the leaf Madara had mere moments before outside the window. Hashirama was eventually chosen as the Hokage, and during a meeting with Madara in the Naka Shrine's secret room, Hashirama tried to plead with Madara, noting that in time people would come to understand him and as such, he would inherit the title from him. Madara noted, however, that in all likelihood, Tobirama would inherit that title, leaving no place for him, or even the Uchiha he feared, in the village. His resolve formed, Madara declared that he was leaving the village, and that this world was nothing more than mere entertainment, and that he looked forward to fighting with Hashirama as he went about realising his own dreams.
Hashirama was stunned by the fact that Madara wanted either himself or Tobirama to die in order to regain his trust towards the Senju. While leaving him two choices, Tobirama protested that Madara was a crazy man and asked which choice Hasirama would choose in the end while advising him not to listen to Madara. After thanking Madara and claiming him to be a sympathetic person, Hashirama removes his armour and intends to suicide with a kunai. Before he attempted to suicide, Hashirama warned Tobirama not to kill Madara after his death and that the Senju and Uchiha should never fight again, which would later follow with Tobirama's vow not to fight with the Uchiha ever again. As flashbacks about the Uchiha and Senju's first meeting by the lake and their form of meeting through stone throwing, Madara instantly stops Hashirama's suicidal and that he saw his guts. From that day onwards, the Senju and Uchiha created an alliance while forming a village in the Country of Fire. The two commences with their chat about how it was like a dream with Madara agreeing. Hasirama appeals to Madara that the Country of Fire wanted them to choose the head of shinobi, one who would defend the Country of Fire from shadows--The Hokage. Hashirama insists that Madara becomes the Hokage, but Madara was shocked that he wanted him to become the Hokage while seemingly deep in thought. As the chat progresses, Hashirama decides that its the time to choose a name for the newly built village. Madara takes out the leaf that he received earlier and looked at the village through the hole in the leaf and decides the name would be "The Hidden Leaf Village". They both then argue about how the names "Hokage" and "The Hidden Leaf Village" were simplistic. As Madara inquired of what the role of Hokage meant, Hashirama exclaimed that he would carve Madara's face into a stone and he would modify it due to his menacing look. Tobirama then appeared, scolding Hashirama for idling and hastes him to discuss for the role of Hokage. In a house, Tobirama learnt of Hashirama's thought and disagrees with it, explaining about how the Sharingan worked and how Madara would do. After Hashirama reprimands Tobirama's way of talking, a rustle was heard. Hashirama pulled open the door and said that he felt someone was there with Tobirama telling Hashirama not to change the subject. Hashirama noticed the leaf with a hole and picked it up, but the upper part of the leaf separated from the bottom part. Tobirama then told Hashirama that what they should use was democracy and asked if he had any objections. Hashirama reluctantly agreed to it. It was later known that Hashirama became the First Hokage. Meeting up with Madara at the Uchiha's Naka Shrine dressed in the Hokage's uniform, they talk about the stone tablet. Madara would then tell Hashirama of what he has deciphered from the stone tablet, saying that there was another interpretation of it, later asking Hashirama if he thought that Madara knew nothing. Hashirama worked up and advices Madara that the villagers will come to accept Madara as a part of the village. As Madara threatens to leave the village, he explains that cooperation was only a silent fight and that he would walk towards the real dream, while entertaining a fight with Hashirama.
