Tenga (天画) is an intermediary between the five daimyo of the Five Great Shinobi Countries. He operated the transmission screens between the five lords, and recorded the discussion between them about the formation of the Allied Shinobi Forces and also the voting process that occurred during such discussion. Upon the approval, Tenga acted as a witness to it.[2]
