:::So, I watched the episode again and I must say the name "Hiding in Rain" does not very fit. It seems to me to be some kind of teleportation technique or just another form of the body flicker technique, because it rained just around him and he appeared from one moment to another inside of it. Maybe we can still label it as a water release technique, but not as a stealth technique. It's better if you guys watch the scene as well, it's episode 147 around 05:13. Technique

From what I saw of this "technique" it looked like an odd body flicker. It's 'raining' in only one area and his body doesn't seem to emerge from the water, he just appears there.
