• This is a filler technique, so I wouldn't give it much importance, but if you still want an answer, I'd say that it involves preparation, similar to Asuma's ash related Fire Release technique. Or maybe it's similar to Shizune's poison mist, which creates the poison in the body, only in this case, the chakra gives water flammable qualities.
