What aspect of this jutsu makes it a genjutsu? If it's the fact that the background changes to the strange multicolored haze, that shouldn't be a factor, since all Secret Techniques/Ultimate Jutsu in the Ultimate Ninja series change the location. The fact that the way she throws the paper bombs is different from Sakura Blizzard Technique, that is probably because in the movie, she hid the kunai under her cloak and in the game, she didn't have a cloak. Also, the name is similar enough to say that the slight name change is because the names of a lot of jutsu change in the video games.
