Ice Release?Edit

Why do we put this as Ice Release if we don't put Two-Tails Menacing Fire Ball as Fire Release? It never specifiaclly said this technique was Ice Release, and we shouldn't just assume because it says it creates ice. We could mention it is similar, but we cannot say it definitely is Ice Release.
