Neon RaysEdit

Umm...when did the moon start giving off neon rays? Along that same line, just what are neon rays anyways? I'd vouch for just saying that Naruto had a usual boost of spirit which resulted in a more powerful attack, and that along with a sort of tacky idea for making movie effects resulted in the crescent Rasengan. should we erase thae sentance that naruto can only use this rasangan in the land of moon only? i mean it dosnt matter where naruto is, if there is a cresent moon in the anime shuldnt he be able to make the rasangan even if he is not on the land of the moon. bleach boy
