Shura (修羅) is the acting leader of the criminal group called Shinobazu. Naruto defeated him with Rasengan.

Shura's weapon of choice is an umbrella, which he masters with ease. This umbrella has many hidden secrets, it can fire multiple senbon, shoot intense flames like a flamethrower, shoot metal wires to immobilize the oponents, and has a hidden sword that can be drawn to give the final blow. Shura calls his jutsu assassination techniques instead of ninja techniques.
