The Retractable Cable Arm is a weapon that allows the user to launch a metal hand that can grab and swing the enemy on the ground or punch the foe. It can be instantly retracted.

This device also have a number of other abilities, one of them being an inbuilt wire-launcher fired from a hole in the palm. Another feature is an apparent "Steam-boost", which can be used to give extra power to a melee attack, such as a punch.
