This technique takes advantage of Konan's ability to create and manipulate paper. By infusing her chakra into paper, she can shape it into a perfect replica of herself that she can control remotely. When the clone is hit or disperses, it merely collapses into sheets of paper, which can be used to bind the opponent.

Trivia

In the anime, it was shown that Konan could conceal explosive tags in the paper clones as well.
