Mizura is a Genin from Hoshigakure. He and the other Star Genin were using the meteor to increase their powers. He (like many before him) fell to the side effects of the meteor training. He helped Hokuto expose the side effects of the Star Training by showing his chest with purple markings on it. Akahoshi managed to shoot an arrow toward Hokuto, which Mizura blocked. He was later healed by Konoha medics.
