The Mizukage (水影, Literally meaning: Water Shadow) is the leader of Kirigakure. There have been six official Mizukage and their word holds sway over all political and military issues that present themselves regarding Kirigakure and its inhabitants. The Mizukage's building is the widest and largest landmark in Kirigakure, bearing the kanji for Mizu (水, Literally meaning: Water) on it.

Main article: Gengetsu Hōzuki Gengetsu Hōzuki (鬼灯幻月, Hōzuki Gengetsu) was the Second Mizukage (二代目水影, Nidaime Mizukage, Literally meaning: Second Water Shadow) of Kirigakure. He was also a member of the Hōzuki clan.
Main article: Yagura Yagura (やぐら, Yagura) was the jinchūriki of the Three-Tails and the Fourth Mizukage (四代目水影, Yondaime Mizukage, Literally meaning: Fourth Water Shadow) of Kirigakure. When the Three-Tails was captured by Akatsuki, it had no host and roamed out in the wild. He was manipulated by Tobi who could be called the "real" Fourth Mizukage.
Main article: Mei Terumī Mei Terumī (照美メイ, Terumī Mei) is the Fifth Mizukage (五代目水影, Godaime Mizukage, Literally meaning: Fifth Water Shadow) of Kirigakure. After the dreadful reign of Yagura ended, she became Mizukage and worked tirelessly to reform internal policies and recreate diplomatic relations with other villages.
Main article: Chōjūrō Chōjūrō (長十郎, Chōjūrō) is one of Kirigakure's Seven Ninja Swordsmen of the Mist. He later becomes the Sixth Mizukage (六代目水影, Rokudaime Mizukage, Literally meaning: Sixth Water Shadow).
- Unlike the other five Kage, there is no sort of connection between the Mizukage. Instead, the Mizukage position is filled by the strongest person in the village. This can lead to cases where very young people become Kage, such as the Fourth, Yagura.
