Mizukage

The Mizukage (水影; Literally meaning "Water Shadow") is the leader of Kirigakure. As such, their word holds sway over all political and military issues that present themselves regarding Kiri and its inhabitants. Zabuza Momochi once tried to assassinate a Mizukage as part of a coup d'etat, but failed. There have been five Mizukage so far, three who have been revealed, Madara Uchiha (unknown Mizukage), Yagura (the Fourth Mizukage), and the Fifth Mizukage, who is still in office.

[edit] Unknown Mizukage
Main article: Madara Uchiha Madara Uchiha (うちはマダラ, Uchiha Madara), who posed as Tobi[1] (トビ) when first introduced, is a founder of Konohagakure, Akatsuki and the Uchiha clan[2]. When he joined Akatsuki as Tobi, replacing Sasori, he was partnered with Deidara, revealing himself as Madara after Deidara's death. He has been recognized by Kisame Hoshigaki as once being the Mizukage of Kirigakure, although it is unknown when. He is the latest introduced antagonist of the series.
[edit] Fourth Mizukage
Main article: Yagura Yagura (やぐら) was the jinchūriki of the Three-Tailed Giant Turtle and the Fourth Mizukage (四代目水影, Yondaime Mizukage) of Kirigakure. When the Three-Tails was captured by Akatsuki, it had no host and roamed out in the wild. The reason why the Three-Tails was removed from Yagura is unknown.
