He is the daimyō of the Land of Lightning.

Appearance

He is a dark-skinned man with a beard and silver framed glasses. He wears a loose fitting kimono and dark coloured cloak over it along with what seems to be the customary head-gear of the daimyō of the five great nations.

Part II

Five Kage Summit Arc

During a meeting of the Five Great Shinobi Countries' daimyō, he agreed to the creation of the Allied Shinobi Forces. In the anime, he was requested to convene a Daimyō Summit by the Fourth Raikage.
