Koharu Utatane (うたたねコハル, Utatane Koharu) is the former teammate of the Third Hokage and Homura Mitokado. She is now a council member. Like Homura, she does not seem to think much of Naruto. She and Homura wanted to restrict the number of missions that Naruto could go on and limit his area of activity in his own village since they are afraid that Naruto would become a victim of Akatsuki. In episode 200, she uses an unnamed technique to locate and pull out an explosive tag from behind a wall, as if it were incorporeal, and is able to recognize that the tag is 30 years old. She and Tsunade are not on very good terms, as seen in the same episode and in Part II. She is not easily intimidated and is one of the few people who can put the temperamental Tsunade in her place when she oversteps her authority.
