How a Kage is appointed appears to differ from village to village. In Konoha, the Hokage typically appoints their successor. If the Hokage dies or is otherwise incapacitated before they can choose a successor, the selection falls to the Land of Fire's daimyō, although that appointment must then be approved by the rest of Konoha's ninja. In Kumo, after the Third Raikage died, his son automatically became Fourth Raikage. If a Kage should ever choose to retire they will keep their title for the rest of their life, and can assist the new Kage with decision-making and other responsibilities. A retired Kage can even return to full-time leadership if their successor dies, as the Third Hokage did when the Fourth Hokage gave his life to save Konoha.
Once a ninja is made Kage, normally by a predecessor, the title remains with that person for the rest of his or her life. While the previous Kage may retire, he may resume his role as leader if his successor dies as was the case with the Third Hokage Hiruzen Sarutobi. In the event that a Kage dies without naming a successor, an ideal heir could find a more suitable successor as is the case with the Fifth Hokage Tsunade. As seen with Danzō Shimura, a Daimyō has the authority to name a candidate Kage to serve as acting leader. Since the making of jinchūriki began, it became traditional for the host to be a relative of the current Kage, not only so that the host has deep loyalty bonds with the village, but also to serve as a display of the Kage's might. For example, both Killer B and three of his predecessors are related to the Third and Fourth Raikage, and Gaara is the son of the Fourth Kazekage. A much earlier example of this would be Mito Uzumaki who, after her husband, Hashirama Senju, gained control of the Nine-Tails, made herself its jinchūriki by sealing it inside her.<!-- Don't add Naruto, he was chosen in order to stop the beast's rampage -->

Though the Kage normally act on their villages' agenda, the actions of Akatsuki abducting jinchūriki, with Gaara surviving his near-death ordeal and Killer B and Naruto Uzumaki the only active jinchūriki not captured, the Kage gather at a summit at the Land of Iron to discuss how to deal with the organisation. However, with Danzō as the Sixth Hokage candidate to represent Konoha in place of a comatose Tsunade, the Kage argue amongst themselves over what course to take until their moderator Mifune proposed an alliance to confront Akatsuki. Though Danzō is nominated to lead, he is revealed by Ao as having manipulated Mifune into doing so. The appearance of White Zetsu and Taka at the summit allows him to escape, and A, previously considered unfit due to his emotions, is named leader of the newly formed Allied Shinobi Forces upon learning the agenda of the masked man identifying himself as Madara Uchiha.

Kage

The Five Kage.

Kage (, literally meaning: Shadow) is a title reserved for the leader of one of the Five Great Shinobi Countries' hidden villages. They are collectively known as the Five Kage (五影, Gokage, literally meaning: Five Shadows). A Kage oversees the activities of their village, from sending ninja on missions to making the hard decisions regarding the safety of their people. A village's Kage is generally acknowledged as its most powerful ninja.

Overview

Each village has its own name for its Kage:

As a Kage's primary concern is their village, interaction between the Kage is rare; only during treaty-signing ceremonies or shared public events has a Kage been seen to interact with one of his or her peers. The only time that all five Kage are together is during a Kage Summit, which can be convened by any of the five to discuss topics that apply to all of their villages.

Gokage Kaidan Konoha

The most recent generation of the five Kage.

Because jinchūriki are so important to their village, it is tradition for a jinchūriki to be a relative of the current Kage, both to strengthen the jinchūriki's loyalties to the village and to display the Kage's might.[1] For example, Killer B is the brother of the Fourth Raikage and Gaara is the son of the Fourth Kazekage.

Trivia

 • The Third Hokage was considered to be the strongest of the Five Kage of his time.[2]
 • In the anime, Hoshigakure has unofficially dubbed each of its leaders the Hoshikage (星影, literally meaning: Star Shadow), signifying their ambition for Hoshigakure to be recognised as an equal to the hidden villages of the Five Great Shinobi Nations.[citation needed]
