Ino–Saku–Sai is a highly specialised team from Konoha formed by the Sixth Hokage, Kakashi Hatake, under Ino Yamanaka's self-appointed leadership.

After a few minor security incidents involving Konoha higher-ups takes place right before a budget meeting where Anbu's budget is to be cut in favour of other projects, Sixth Hokage, Kakashi Hatake quickly realises they are inside jobs involving an Anbu executive. With this, Kakashi tasks Sai with investigating who in Anbu is behind them.
