He is a Genie (魔神, Majin) in the bottle that appears in Naruto, the Genie, and the Three Wishes, Believe It!.
Appearance
He has a short crop of black hair and a small black goetee. His sideburns run all the was down his face.
Plot Overview

When Naruto Uzumaki finds a bottle and opens it, Genie comes out of the bottle and claims that he will grant them three wishes, though no one believes him. To verify the Genie's claim, Naruto wishes for an entire plate of barbeque. The Genie grants his wish and notifies Team 7 that they now have two remaning wishes. The trio tells the Genie to wait while they think of their next wishes. Genie complies, but tells them that they have used another wish. The Genie does go back to his bottle and the genin (excluding Hinata and Chōji) proceed to fight over its posession, each wanting to make the last wish for themselves.
Later, when Shikamaru opens the bottle, the Genie reappears who is now bored because he was waiting for the last wish and asks what the final wish will be. However, when Naruto answers his last wish, Kakashi comes back and asks for some change. The Genie grants his wish and gives him a few coins before disappearing in the sky, much to their dismay.
After much fighting, the Genie comes out of his bottle and the genin prepare to make their wish. However, Kakashi arrives and asks for change before they can do so. The Genie grants him change and disappears, promising to return in another thousand years, much to everyone's dismay.
