Jiraiya's variation of the Rasengan. Jiraiya creates a normal Rasengan, then spews fire onto it, causing it to turn black and be surrounded by a ring of flames. He then hits the opponent, causing a blazing maelstrom of fire, reducing the victim to ashes.

Trivia

since Jiraiya is adding the fire externally, he is not combining Nature Transformation with Shape Transformation.
