This technique seemed to need triggering to activate, as is seen that Kakashi is only affected once he touched the hand of Genmai. There also seemed te be no way of releasing the technique except aiding the person it was put on. It is not clear whether the technique was used by Orochimaru (through Kajika) or that someone else used it.
