This is a special tag that is used to suppress the Nine-Tailed Demon Fox's chakra.
When Jiraiya and Naruto left to train for two and a half years, Naruto began to further develop his ability to call on the Nine-tailed Fox's chakra. Unfortunately, when the nine-tailed fox's power leaked out too much, it turned Naruto more feral and animal-like than ever before. When Naruto would lose control, the Nine-tailed Fox's chakra would pour forth, and chakra tails would gradually increase depending on the amount of chakra obtained from the Nine-tailed Fox.
The special tag is used to place on Naruto's forehead to stop the process of when the Nine-tailed Fox's chakra overrides Naruto's bodies and starts to make Naruto gain more tails. It will cut off the intense power of the Nine-tailed Fox. Naruto would thereafter be in a weakened state because of the damage the Nine-tailed Fox had done on Naruto's body.
