Hagoromo, Hamura and Kaguya were insanely powerful without any Biju. It's entirely possible that Hinata and Naruto's god-chakra rubs off on Boruto in some way and so he naturally awakens a power to match Naruto's. I forgot to take into account that Boruto seems to have a dormant Tenseigan, which adds to him a whole new power set once he masters it (something Naruto couldn't possibly have). And Sasuke's shaping up to be his mentor, so it's possible Sasuke will, in time, share Indra's chakra with him, which might not give him a Rinnegan, both possibly give him powers on par with Hagoromo and Hamura.
Another advantage is the benefit of Boruto's upbringing. He seems to be more advanced than his father was at his age, implying he could get a lot further with the same amount of time.
