Cause the Rinnegan doesn't grant any Sharingan abilities? The only Sharingan ability Madara used with Rinnegan is Susanoo, and that's because once Susanoo is unlocked with the eyes it can be used without them. Other than that, Madara never used any Sharingan abilities aside from Susanoo, which Nagato didn't have, his Rinnegan was permanent. He couldn't swap between Sharingan and Rinnegan at all.
But why is that? That seems like a plothole. If it stays once unlocked with the eyes and Nagato possessed those same eyes, shouldn't he have been able to use Susanoo? I don't quite understand why Nagato could only use the Rinnegan when he had a Sharingan wielder's eyes.
There was no canon explanation for Nagato being unable to use his eyes sharingan abilities nor do we even know for a fact Nagato wasn't able to use his eye's sharingan abilities.
My theory is that Nagato being an Uzumaki is more compatiable with Hagoromo chakra which responsible for Madara's Rinnegan than Madara and Izuna's chakra which is responsible for the Sharingan.
Nagato was nothing more than a pawn for Madara's future plans. They are not his eyes, so he can't use them properly as a result of not having them "naturally". Just like how Kakashi's Sharingan was a transplant and consumed more chakra, not could he use its abilities fully (the only known ability he showed was to be able to copy anyone's technique and later managed to use Kamui...).
I guess that Madara decided that Nagato was the most suited to carry out his plans.
Also, Rinnegan does not give Sharingan powers, so I don't know why you think he does. Had Nagato legitimately unlocked the Rinnegan himself, rather than having someone else's eyes, we probably wouldn't be having this discussion ;)

We know he didn't. And there could be any number of reasons why.
I may just be confused as to how the Rinnegan operates. I don't think that the Rinnegan gives Sharingan abilities, but both Sasuke and Madara were shown to be able to switch between Sharingan and Rinnegan. I guess it's just a question Kishi never thought about it or I'm not picking things up.

Transplanted eyes have been shown to retain their original abilities after a transplant and Nagato had Madara's or to be more precise Izuna's eyes which had the sharingan and Eternal Mangekyou Sharingan.
Even Madara himself didn't use any Sharingan abilities while his Rinnegan were active. Instead he (or his wood clone, to be precise) purposely deactivated his Rinnegan when we wanted to cast genjutsu. It seems the only ability shared by the Sharingan and Rinnegan is seeing chakra, which is something all known dōjutsu are capable of. As for why the highest form of the Sharingan seemingly cannot use its most basic "Dōsatsugan" and "Saimingan" abilities, that's anybody's guess.
As for why Nagato couldn't use Susanoo, it is awakened when you unlock the powers of both Mangekyō Sharingan, but doesn't actually require the eyes to be active. So it is presumably impossible to gain Susanoo by transplanting somebody else's eyes, except in the special case of Obito's spirit entering Kakashi's body. Then again, we saw characters consistently activate their Mangekyō whenever they used Susanoo for hundreds of chapters, so there must be something more to it we haven't been told.
Remember that Nagato also did not use Limbo, neither did Obito. I think it's simply a case of the eyes being transplants and so, require to be *ugh* "tamed". That is, it takes time for the user to bring the eyes fully under their control, and even then may never achieve this.
Lastly, Nagato was likely not aware of it's Sharingan heritage. An alternative is that it requires the ability to deactivate your eyes in order to switch, but if he got the eyes as Rinnegan, he would not be able to switch. Kakashi got his eye as a Sharingan, and awakened Mangekyou on his own so he could switch that.
