Considering that Kushina was dying and he nearly managed to stop his sealing, there was no reason for Kurama to submit to that.

Details of this are sparse. However, the "message" was already written. Minato didn't have to say anything to Hiruzen. If hiruzen immediately sent his Hokage Anbu out for scouting, it would not have been long before they would come across the fighting location and the secret mansion. Pretty much all of the information can be deduced from this: the presence of a powerful 3rd party, his uchiha nature and his goal (Kurama), a showdown between him and Minato which ended with a single strike, that he was not truly defeated and that he can appear and disappear into thin air (footsteps should quickly figure that out)
Specifically:
- Information was somehow leaked, and the guards were murdered without a fight. This leads to an exceptional shinobi
- Autopsy should quickly lead to the conclusion that Kushina being possessed by Kurama could not be the cause of death for these shinobi
- Footsteps tracing should quickly lead to the conclusion that he can appear out of thin air
- Kurama appearing in the middle of Konoha with no visible entry suggests he could be summoned. The last man to do this was Madara.
- The Battleground should lead to the conclusion that the unknown assaulting shinobi was defeated but not killed. He also disappeared into thin air (again). The conclusion is that he's an exceptionally skilled Shinobi.
- The controlling of Kurama like a pet should quickly lead to the conclusion that the man was an Uchiha. The Uchiha weren't allowed near Kurama because of the Sharingan. The Uchiha were believed to be behind the attack even though it was never proven, even though technically it's correct.
In short, a somewhat skilled shinobi could read all the clues and figure out pretty much everything Minato figured out. Minato being alive or not would not have made much difference. Note that while Minato could contain the damage of Kurama, he had still a hard time defeating him. Dozens were killed by the Kyubi attack, and his most reliable form of control (kushina) was dying. I don't think there was much choice but to use the Reaper Death Seal. Unless the Hokage valued his life far above others, and that seems doubtful.
Lastly: It seems like the investigation regarding this mysterious man never led anywhere. Note that Tobi mostly spend his time in the dark ever since. It's likely that Hiruzen kept an eye out for him, but otherwise the case was likely considered closed. It was also probably among the most secret of secret files, and since Tsunade had more to do than read the archives its likely that it was more or less forgotten.
