(If that was the case he simple could have used the Preta Path when he was younger to restore his mobility but instead the incident left him handicapped for life so I doubt it was because of muscle memory)
(That is incorrect. He was able to walk but not entirely b/c he was reincarnated into another body. if he were alive/resurrected and used the Preta Path his feet would still be useless)

He then apparently used the chakra to revitalise his body to its state before it was emaciated by the [[Demonic Statue of the Outer Path]].
