To combat the threat of Akatsuki, as well as try to find save his brother and punish Uchiha Sasuke, the current Raikage called a Summit for all five Kages to attend in Land of Iron. Mifune, General of the Iron Country Samurai acted as moderator as the Kages discussed what to do of Akatuski. Danzo, the current Hokage proposed an Alliance between the Five Great Countries, with Konoha and himself as its leader. However, he was manipulating Mifune with the Sharingan genjutsu that belonged to Uchiha Shisui.
Before he could be reprimanded, Sasuke Uchiha and his Team Hawk attacked the conference building, slaying many Samurai. Danzo was ordered to stay in the conference room under the watch of Ao of the Kirigakure. The Raikage stormed out to confront Sasuke, and engaged the missing ninja in battle where the Uchiha wasn't able to gain any advantage over the powerful Kage. Gaara intervened, trying to talk Sasuke out of his path of darkness and failed, and Sasuke revealed his complete, demonic looking Susanoo which blocked all the attacks that were launched against it. Finally Sasuke burst into the conference room and Danzo, against the orders of the other Kages, escaped while the Mizukage and Tsuchikage engaged the rogue Uchiha. The Mizukage managed to defeat him, but he was mostly revived by Zetsu who had entered the room earlier to announce Sasuke's arrival. The Tsuchikage struck the knockout blow, using a powerful attack which smashed Sasuke to the ground.
Then Madara Uchiha appeared, explained his Eye of the Moon Plan to them and tried to convince the Kages to hand over Naruto Uzumaki and Killer Bee, which they promptly refused. The Uchiha Founder then declared the Fourth Ninja World War and that he'd use the seven Tailed beasts in Akatsuki's possession against the Five Countries. In response, the five countries, as well as Iron, formed an alliance between them to combat Akatsuki.
